TGNP Mtandao has been in existence since 1993, during which time it has built itself into a leading member of the women feminist movement for social gender transformation and women empowerment within Tanzanian, Africa and beyond. Its overall goal is to contribute to increased gender responsiveness of policy formulation and implementation of various policies. The approach of the organization is enhancing strategic linkages, networking and coalition building among like-minded civil society organizations, grassroots groups and key networks and coalitions. Over the years, TGNP has made a substantial contribution towards developing a critical mass of organized civil society with the capacity to critically analyze and stimulate public debate, and to carry out activism and collective action on pertinent social, cultural, political and economic development issues.
To adequately fulfill its objectives and in line with the expansion of its activities in the country, TGNP Mtandao is inviting applications from suitably qualified and self-motivated Tanzanians of high personal integrity to apply for the vacant positions existing within the organization:
2.0 Vacant Positions
2.1 Programme Officer Research
The Programme Officer: Research will coordinate and facilitate periodic analysis/reviews of information related policies, contextual and methodological trends for repackaging. This may include: engaging in general and background research and conducting literature reviews, and editing other outputs of the research team
i) Conduct and/or coordinate occasional qualitative research, surveys and coordinate research assignments within the organization which will include data collection, implementation and analysis plans
ii) Prepare and submit quality and timely research reports, plans, budgets and reports;
iii) Keep abreast latest developments on new ideas and materials in the area of policy and contextual analysis, coordinating budgeting especially gender budgeting and women movement building.
iv) Participate in quality assurance meetings for research reports and ensure final quality reports are produced and shared.
v) Data analysis and presentatioN.
Qualifications and experience
Bachelor’s degree in social sciences or equivalent is required with a minimum four (4) years of working experience in research. A master’s degree is an added advantage.
Key Job skill requirements (Competencies)
i) Ability conduct gender responsive contextual and policy analysis,
ii) Ability to conduct Participatory Action Research and other types of researches,
iii) Thorough proficiency in data analysis using statistical package/software such as SPSS and other packages,
iv) Familiarity with web research is essential, v) Excellent oral and written English,
vi) Ability to prepare reports, proposals, policies and procedures, vii) Inter-personal and team building skill
2.2 Programme Officer Policy Advocacy, Campaigns and Movement Building
The Programme Officer Policy Advocacy Campaigns and Movement Building will be responsible for catalyzing movement building for policy change and service delivery. The main activities will include:
i) Coordinate Gender Festival and other movement building forums,
ii) Identifying policy advocacy and lobby priorities on which to focus efforts of the feminist movement at grassroots and national level and coordinate implementation of advocacy activities
iii) Production of products and materials that feed into the policy advocacy campaigns
iv) Design and coordinate implementation of advocacy activities in line with strategic policy processes including SDG, FYDP, GBS, PER, Sectoral & Local government and Parliament
v) Development, implementing and monitoring events calendar for policy engagement and campaign
vi) Produce white papers and other materials in response to the policy gaps and needs identified from policy analysis and disseminate to relevant stakeholders
Key Qualification and experience
A minimum of Bachelor’s Degree in social sciences or equivalent with major in policy analysis and Rural/ Development studies plus Gender analysis & mainstreaming with a minimum experience of three (3) years of relevant work experience. Experience policy analysis, NGO activism in organizing, advocacy and lobbying is added advantage;
i) Skills in coordinating campaigns at all levels community, national, regional and international
ii) Strong interpersonal, networking and organizing skills, iii) Strong negotiating skills at high level
iv) Mobilization skills,
v) Advocacy at high level national and regional level
vi) Proven ability to work effectively in a team environment with both programme and non- programme staff,
2.3 Programme Officer Monitoring and Evaluation
Programme Officer Monitoring and Evaluation: will be responsible for developing, updating and implementing the learning, monitoring and evaluation system throughout TGNP; to facilitate the build- up of sustainable capacity in the feminist ideology and specific technical skills for activism and movement building and policy research and analysis through knowledge transfer, coaching and mentoring by the founding generation/s to the succeeding generations and youth among the TGNP membership and staff.
i) Designing and implementing a monitoring and evaluation plan including design of data collection tools, training of users in the use of the tools,
ii) Facilitating the planning, coordination of programme/project activities, implementation of monitoring and evaluation (M&E) activities including setting up/updating monitoring and evaluation systems
iii) Review the performance indicators and reports produced by different stakeholders and suggest necessary changes;
iv) Identifying priority quantitative data gaps in TGNP programme plans and operations and define key variables to be tracked in monitoring, evaluation and reporting to enhance TGNP ability to produce evidence based reporting on results achieved,
v) Capturing data collected into appropriate data bases, store, process and generate monitoring evaluation and reporting outputs,
vi) Producing regular reports on M&E plan and budget implementation
vii) Planning, coordinating and participate in the strategic planning processes and specifically play an active role in the development of strategic programme frameworks (annually, three, five and beyond
viii) Facilitating internal and external project evaluations and reporting on outcomes of such evaluation.
Key qualifications and Experience
A minimum of Master’s degree in Social Sciences or equivalent and four (4) years of working experience in a relevant field years’ minimum working experience. Strong experience in monitoring and evaluation of complex social change processes, both qualitative and quantitative aspects is added advantage.
i) Strong experience with data collection, management, analysis and report production,
ii) Thorough proficiency in data analysis using statistical software packages such as SPSS and other packages,
iii) Strong writing skills to prepare reports and presentation ability,
iv) Effective Public Relations, strong interpersonal and good speaking skills,
v) Proven ability to work effectively in a team environment with both programme and non-programme staff,
vi) Knowledge of NGOs work and understanding of feminism/gender and development will be an added advantage,
